The R.E.F.U.G.E. was organized in 1998 to in response to increasing gaps in high quality treatment for foster youth and the adult senior population in Alameda County. The agency is tax exempt under the appropriate IRS regulations and the State of California. The key values that drive our organization are:

  • Cross-system collaboration
  • Cultural competence and family/person centered programming
  • Homes with a tolerant and integrated milieu.
  • Adherence always, to the core principles of positive youth development. Bonding, Resilience, Behavioral competence, Pro-social norms, and belief in the future.
  • Fair treatment and ample services provided to all groups which consist of children, adults, and seniors who need residential living support and/or mental and therapeutic treatment.

Our Mission

The R.E.F.U.G.E.( Resource Environment for Underprivileged Groups Enterprise) is a level 11 hands-off Mental Health Residential Facility for delinquent and at-risk youths ages 6-17. Our goal is to offer a therapeutic environment that is conducive to meeting the needs of our clients. We provide qualified personnel who will assist clients with issues of conflict resolution and other similar issues through communication rehabilitation. The R.E.F.U.G.E. views the development of our facility as a means of providing clients with challenging behaviors suitable for community placement within a home environment.

This home provides clients training to adapt and function in a small home-like setting. The R.E.F.U.G.E. also provides a structured learning environment emphasizing behavior management and alternatives to drug and alcohol use. Once successful in these settings. Clients will be able to transition into less restrictive community settings.
